Summary A replacement hold down for your VW spare tire. The hole in center is to insert an M8 - 1.25 x 70 bolt such as ( https://www.fastenal.com/products/details/M82580070A20000?term=M8-1.25+x+70mm ). I included a small plug you can epoxy in with the bolt just to make it flat on top and maybe give it a bit of extra strength. The bolt should stay in place with friction but a little glue isn't going to hurt.
