This would be Maxentius, son of Maximian, who would himself reign but over a limited territory (Italy at most). Here he was a teenager. The work may correspond to the period of his marriage to Valeria Maximilla, in 293, or shortly thereafter. He would therefore have been at least 13 or 14 years old.
