If you know, you know. This is a 3" speed leveler used for regulating the height of your septic leech field lines if you have 3" pipes. The goal of these is to allow you to set the same height for all lines in your field by installing in your distribution box (d-box). You can buy these cheaply online, but who needs that. Printed in TPU.
