While the Empire may horde it's secrets about Leonardo's Steam Tank, their still exists bright minds and heavy purses in the Fringes willing to try their hand at replicating the Renaissance Man's feat. The result? The Wheeled Tortoise. When compared to the hulking behemoths in the empire it is undergunned, mounting only a swivel cannon and what ever missile weapons the crew can load and fire. While Leonardo's Steam Tank is clad in heavy steel and still able to match a horse at gallop, The Wheeled Tortoise is clad only in banded wood and it's primitive engine is only capable of matching infantry at a march. So, if it is so far the inferior of the two war engines why bother? The answer is simple, The Wheeled Tortoise is able to be manufactured at a rate of one every half decade. Meaning in just sixty years the Tortoise will outnumber the Steam Tank. A new untouched market and a monopoly on it is a heady thing to the Merchant Republics.
