Tukachev had been expecting the activation of the protocol, given the events happening in the city. Out of the thirteen individuals who make up the elite force, he enlisted three of them to join the green hand. As for the rest, he has perfectly kept them unaware of his true intentions, and has most of them guarding the rest of the Royal Family in the Winter Palace, far away from the King.
