This part is meant to prevent the cardboard cylinder to slip when the spool is low in filament, as this can prevent the AMS system from correctly changing filament. You can use paperclips to embed in the part to prevent creep from loosening the part (this has not been tested long term, so effectiveness is unknown). It has only been tested on Overture cardboard spools.
