While they are ruled over by a single leader at the head of the heirarchy they also have several arms of societal governance that are handled by elected officials. These represent different areas of the populace and are able to petition to make and change the laws of the land. Tortan Senators are respected members of communities and are elected to deal with the plight of the common people. It is seen as a public service to serve the people and their best interests and most Tortans take the role very seriously. However as with all positions of power some use thier position to futher their personal and political goals over the problems of the people. As such arguments often erupt in the senate forum and on occasion a fights between senators can somtimes occur.
